Your thread title is a lie. The bill mandates proof of citizenship to obtain voter registration FORMS. It's already mandatory to be a citizen to actually register or vote. So the real intent of this bill is to make it harder for eligible citizens to register--one more hoop to jump through.

The overall RepubliQ effort is to make voting harder, because the more voters there are, the worse the RepubliQ does.
