IMHO there is no legit reason, rich or poor, man or woman, old or young, citizen or non, employed or unemployed, wealthy or homeless, to not dispose of one's own trash responsibly, not throw it in the street, yard, parking lot, park, anywhere. There should not be a need for those troops to be assigned to trash pick-up in public areas. People who toss their trash in the street are filthy pigs.

Candy
It wasn't so much a need for extra trash picker-uppers as that there was literally nothing else for them to do. Trump had demanded that ten thousand National Guard troopers assemble on the White House lawn and genuflect to him. But darn it, he forgot where he was and told them to go to Mar A Lago instead. A massive traffic jam ensued.
Candy, for what it's worth, I've visited almost every major city in the US, and DC, in its tourist areas at least, was by far the cleanest. NYC was the worst.
