(1) Send out paper mail-in ballots to all registered voters regardless if they were requested or not. 2.) Fill out 100's of thousands of duplicates of these ballots picking your preferred candidate. 3.) After it becomes known late on election night how many votes your candidate will need to win, temporarily halt all counting and order the poll workers to leave. 4.) Bring in as many duplicate ballots as you need to insure victory. 5.) Restart the count. By law anyone who actually already voted and now has a duplicate ballot will have the duplicate tossed out. They will never know anything about it. 6.) Result - People who never voted will now be counted as voting for your candidate. They will never know either. 7.) Destroy all evidence (electronic and physical) that will reveal what you have done illegally.
