If you'd toss in term limits, any actions to accommodate the people's will or voice works for me within certain limits. A huge caveat is that the degree of change required to facilitate your proposal wouldn't be very practical nor logistically easy. Plus you'd have to consider the resistance by the shallow and deep state infrastructures; those are pretty well entrenched. You'd have to sway these guys ( congress) who like their jobs and the associated power too much to give it up. It might lead to crappy DC cocktail parties in order to achieve our second Revolution. *Shrugs*
Any attempt to transfer power from the few to the many is always met with fierce resistance.
That's why revolutions occur.
