No. Citizen and non-citizen violent crime generally shouldn't be treated differently. Except in sofar as one is subject to deportation during the sentencing phase of a trial and the other is not.
The reason I used the term "migrant" to modify the word "gang" was because the post was made within the context of discussing immigration law. I didn't want it to appear as though I was suggesting that all gangs should be subject to immigration enforcement.
If the post was about criminal enforcement generally, then I would not have made the distinction.
