The Biden 2022 agreement said that the proper visas would be issued to all the workers Hyundai brought over. There was apparently some issue, as you noted, that such a move would exceed the overall yearly quota.

The move of a sane President would be to issue an executive order allowing the issuance of the needed visas. But Trump doesn't want them here, because they came here due to a Biden invitation. The Turd's primary concern is to blot out everything Biden did.

I read somewhere, something to the effect that, in some cases the applicant was told which visa he/she needed to check off on their application 'cause they didn't always understand the difference between work and tourist, that it is more complicated than perhaps everybody understands, including the employer, and in some cases it turned out to be wrong, no fault of the applicant.
