Hmm, . . . ahh, poor old DonDiego is beginning to see the point of PJStroh. He is proposing a novel idea for the United States of America: the Federal Government will decide who is to employ whomever the Government designates among those crossing the border illegally and, presumedly, legally. Sorta like 1984, . . . only a mite delayed.

How 'bout this plan instead:
Allow non-resident non-citizens to apply for citizenship just as they always have in the past and then do their best to make decisions, f'rinstance employment, which benefit them as proud new citizen-residents of the United States.
This has generally worked pretty well for a few centuries.
Just to clarify a charge PJStroh insinuated earlier:
Poor old DonDiego does not oppose anyone from anywhere applying for citizenship or non-citizen residence based upon their culture, skin-color, or country of origin. [Poor old DonDiego would like to eliminate religion as a consideration, but some religious organizations have demonstrated intent to harm the United States and its citizenry.] Subsequently the selection process of the Immigration Services should be employed to consider the applications and admit those who qualify for entry.
DonDiego would prefer that the selection process not specify restrictions based upon skin-color, country of origin, gender, etc., etc., etc.
He would not mind if skills/education, an employment history, criminal records, and a history of illegal/uncivil behaviors be considered as criteria for entry.
DonDiego does oppose unidentified non-citizens from unidentified Countries rushing the US border employing women and children as shields and throwing rocks at US Border Agents. He suggests these individulas be denied entry by whatever means are necessary.
DonDiego observes that these border incursions would be much less likely if there were a well-constructed wall erected for the length of the US southern border.
