Amongst Trump's flurry of executive orders on day 1 was to immediately put a stop to any new staff additions to the understaffed IRS. If you are a millionaire investor this is great news. You can just skip filing a return and not have to pay your Federal INcome taxes. Working stiffs dont have that luxury becasue their taxes come out of every paycheck.

I would go further than that. Trump is going to cut off all federal funds to blue states. He's going to slash Social Security and Medicare. He's going to make sure that billionaires pay no taxes at all, and big corporations pay very, very little.
So why on earth should I pay federal income taxes? (Working stiffs, as you put it, should claim EXEMPT on their W4s this and every succeeding year. No way will the understaffed IRS ever bring a case against the little guys who do that.)
