Most are just regular people, but if 1 in 100,000 is a terrorist, we've got a problem.  A very big problem.

Also, if they didn't do immigration based on a lawful entrance, they are automatically criminals.

So are people who let their parking meters expire. But I don't see any national movement to round up those people and put them into camps.

If 1 in 100,000 is a terrorist, that would be a much smaller frequency than all of us native-born Americans; check the number of American citizens who have committed terrorist acts OR have conspired to do so--either of which would fit your definition of "terrorist"--and divide the population of the US by that number. You'll get a much smaller quotient than 100,000.
