The largest blue state (California) has a bipartisan committee that draws house districts fairly without bias to one party or the other. Same for the second largest blue state (New York)
Incorrect, the democrats in the NYS legislature overruled that and created their own districts favoring the democrats. The state court (all democrats allowed this)

Florida counts its votes on election day. Why can't other states do the same.
That includes passing legislation that allows local counties to start counting mail-in ballots 22 days before election day. State law also requires early voting ballots, in most instances, to be completely counted on the day before election day. Results from early voting must also be posted within 30 minutes of the polls closing. Voting by mail is possibly the largest difference between Florida and other states. In Florida, a mail-in ballot has to be received by 7:00 p.m. on election day.
All states should be able to do this. But in democrat states like Ca it is in their benefit to keep counting ballots long after election or until the democrats win. In Ca, 3 house seats had the Republicans leading, but a month later they all lost. Pa tried to do the same in the senate race but the state courts said the democrats couldn't count their illegally cast ballots.
