Then I suggest you put a bullet in your head. Crime will always "surge" if you manipulate the statistics.
If you wanted to be intellectually honest, you'd look at crime stats for cities run by "Cons" You'd find that crime is "surging" there, too.
But then, you'd have no reason to bleat.
