People smoke all over Vegas. Strip, Downtown Fremont Street, parking garages, even at the bus stops. I never seen a cop bust anyone over it.

Pot smokers, I guess. The hotel is on Sahara and I15. I'm not sure who they'll draw to the place when I've smelled pot in every bathroom Downtown and the Strip.
