That list shows one significant concept. All of those people are scumbag traitors and should be shot, and everyone knows it. But the authorities are only pursuing the absolutely ironclad cases with mountains of evidence. Clearly, they're willing too let some of the traitors slip away in order to make sure there are no acquittals.
