California's reservoir system is designed to accomodate the seasonal nature of California's rains, 90 percent of which occur in the winter and spring. You idiot. Insofar as firefighting capabilities are concerned, 63% capacity is plenty--so your idiot statement is a stupid lie. The reservoirs don't need to be full, just to be at a high enough level to pump the water. And that's about 20 percent. So your idiot moronic dumbass MAGA fuckface babble is worthless.
