Presidents negotiate with enemy countries to stop certain practices.  Military actions are taken all the time without a declaration of war.

But yes, the sacred American bully tradition has been in effect since "gunboat diplomacy." Ask 'em nicely. Then if they don't comply, blow 'em up.

 

The other sacred American tradition in force here is "money talks " Israel has been stuffing money directly into the Turd's pocket for some time now. The service they've purchased is that we will fight their wars for them.

 

We should be so proud of our elite mercenary forces! The best big bang booms money can buy!!!

I imagine the terminology could be critical, as it relates to who has certain powers.  

The framers of the Constitution didn't think it necessary to define "war." The standard dictionary definition at the time was "an armed conflict between nations or states" "fought by professional armed forces." (Webster)

 

So the necessary question, "Does this action constitute war?" can be answered by: armed conflict between two countries? and fought by professional armed forces? Trump's bigly go-boom qualifies on both counts.

 

And yes yes yes,, Candy, I'm well aware that Presidents, both Democrats and subhumans, have waged war without Congressional permission. That doesn't make it legal or Constitutional.

 

One shall we say, side effect of Presidents having an itchy trigger finger is that diplomatic solutions are often not given enough time or effort to work. The saber-rattling, chest-thumping, MAGA macho crowd will tell you, that's the whole point: diplomacy is more successful when it's backed up by threats of force. That's a dubious proposition. For example,the First World War was wanted by NONE of the participants. It came about because of the failure of diplomacy and the quickness of monarchs to resort to force to settle disputes.

 

Congress and the Senate are, BY DESIGN, "deliberative bodies," meaning that they don't act quickly, particularly when the stakes are high. Contrast that with Trump watching Fox Nooze at 3 am and deciding that it would be fun to drop some bigly booms on the bad guys.

 

I'm still suspecting that he did it because he was going to drop them on L.A. but got talked out of it.
