That statement by Congress.gov directly contradicts the Constitutional clause that they cite.
I know you went rummaging around the Internet until you found something that "proved" your point. That's easy to do.
Now, rummage around and find the clause in the Constitution that states that all powers not specifically given to the federal government are reserved for the States and the people.
