You have it backwards, the children are under 16 and the adults who picked them up were unvetted with no DNA test, addresses and many of adults supplied false info so they could pick up multiple children.  REad the indictments.

Wrong again.  Children were detained for a short period of time while the parents case was settled.

Also when parents are detained in any type of case the children are separated.
