A very few people were furloughed only once, for maybe two weeks, but quickly received their back salary after the shutdown ended. Nobody was ever threatened with loss of salary, and there had never, ever been talk of RIF (i.e., layoffs). And the President explicitly saying that the shutdown was an opportunity to defund Democratic (or Republican) supported programs?
