Wyatt Detention Facility on Friday, August 16, 2019,” the facility said in a statement Friday afternoon. “The incident which occurred on August 14 remains under active investigation by the Rhode Island State Police and under internal investigation by the Wyatt.”

When you take drivers ed in high school the first thing they teach you:   Pedestrians have the right of way.    

if your car hits a stationary pedestrian in any context you are negligent (at best) and If its done intentionally like in this video then it’s jailtime.    And the there are the civil lawsuits....oh boy!   Whatever life savings this guy has is toast.
