According to one of David's heart-throbs, Matt Gaetz, McCarthy made a deal with Biden to fund Ukraine in a separate deal. So basically, this is how the negotiations went:

McCarthy doesn't have the power to allocate funding all by himself--for anything. So it was an empty promise, if it was real in the first place--coming out of Gaetz's mouth, that's questionable.
