I agree with you. As I watched I was also thinking about how it probably made it more difficult for Alex Preti as well. It almost certainly hindered the ability for him and agents to clearly communicate with each other.
More about pepper spray: it is highly effective. It causes a lot of pain and almost always changes ones behavior. It can cause temporary blindness and shortness of breath.
The good thing is there is very little risk of serious injury when used properly. If used properly it actually has less risk of serious injury than punching, shoving, or tackling someone.
I have some training and experience using it. Watching videos of the way some federal agents have been using it leads me to suspect they either have very little training with it or have ignored whatever training they have.
This is even more true with the way I've seen agents use projectile weapons such as pepper balls and rubber bullets.
