All the negatives and positives of this precepatation will net out as an overall positive.  Their reserviors will be nearly full when the snow season is done and this snow melts.  California total reservior capacity is currently 71% full with more rain water heading there via rivers as I type.  Snowpack is well over 200% of normal, and more storms yet to hit.

This snow and rain is a net good thing for California, Washington, Oregon, Arizona, Utah, Colorado and others.
