Why are you so against children being able to learn how to read and write? It is obvious that the Government Dept. of Education does not care - all those bureaucrats care about is gouging tax payers with their inflated salaries and retirement monies. The U.S. is the top spending nation per child of the top 40 nations, but the education ranking is 40th out of 40 nations. If Congress was not infested with America hating DemocRats, Congress would "do it the right way", as you say. As long as American voters remain brainwashed by the media and Democrats and continue to vote the corrupt DemocRats into office, America will be hamstrung. Individual states will do a better job of spending Federal funds each state gets and students will be able to get better teachers to teach America's children.

He doesn't have unlimited power, even though you and he think he does. The establishment and dissolution of government agencies is the purview of Congress, and it would take a 60% vote to do so. A MAGA Moron majority won't be enough.
But the courts will bitch-slap him down before it gets even that far.
A better name would be the Department of the Uneducated.
