Trump has clearly outlined changes he would like to see made to NATO. And he has said that, under a Trump administration, the U.S. might no longer be a part of the alliance if it isn’t restructured and other nations don’t start to pick up more of the costs. But even that isn’t the same thing as saying that “we should pull out of NATO,”

The Fact Check article was from 2016 and referred to some of the off-the-cuff nonsense shit he babbled during his campaign. Of course, no one, including him, was ever sure whether he was kidding about anything he said.
Later, during the Trump Horror years, he revisited the subject. At the 2018 NATO summit, he told the other representatives that if they didn't "pay up," the US would not honor the alliance and would not come to NATO's defense if they were attacked.
So yeah, he didn't advocate for the dissolution of NATO as such. He merely threatened to renege on a treaty commitment that America had honored for fifty years. Whether NATO would be functional if the US pulled out is an open question, but boy, we're they all holding their collective breath during the 2020 election!
