biden had time to supply the Ukraine with arms prior to the invasion; but biden delayed. obama chose to send blankets instead of arms. Prior to the Russian invasion biden was slow to supply Ukraine & only stepped up the aid when it became apparent that the Ukranians could hold.
Since then biden has been slow to send the Ukranians the advanced weapons that they requested.
The Republcans want more accounting from the Ukraine for the $28b in aid they have already sent, particularly the cash and non military aid as there are concerns that the aid has been stolen.
One can assume that biden is concerned that the Ukraine has a lot of dirt on the biden gang & thus his push to get Ukraine as much money as possible with as few conditions as possible
