I don't think Higgins has ever referred to asylum seekers and legal immigrants as "illegals." The Shortbus Trio, definitely.

Current law (passed by Congress) has extremely straightforward rules, requiring the Department of Homeland Security to hold all inadmissible “applicants for admission” (including and especially illicit border crossers) until they’re either granted asylum or removed.
So the people that swim across the river, hide in trucks & cross at points that are not legal entry points are not allowed entry into the country.

The USRAP accepts referrals from the UN High Commissioner for Refugees (UNHCR), U.S. Embassies, and certified NGOs, for individuals across refugee populations determined to be the most vulnerable and in need of the protection provided by third-country resettlement.Refugee processing through the USRAP is a multi-step process which includes pre-screening, an interview with a DHS/USCIS officer, security screening and vetting, a medical exam, assignment to a resettlement agency, completion of case documentation, and arrangements for travel to the United States.
Others are admitted came via the Biden administration’s “Uniting for Ukraine” program, which allows Americans to sponsor Ukrainians to prove that they will be financially supported in the U.S. DHS, which administers the program, said more than 200,000 Americans came forward as sponsors.

You are dense/stupid. The Ukranians were were legally admitted into the country by various programs & the govt knows where they are. The illegals violated US law by illegally entering the country & the biden gang violated the law by letting them roam the country unsupervised.

According to the law you cannot be released until the asylum claim is granted; so all the released people wandering the country are illegal.
