Looks like the MAGA approach to public health is pretty STOOPID.
Enact all the requirements in the world to "eliminate fraud, waste and abuse." People will still come to the emergency room. ER will become the health care facility, since there are laws against turning people away from emergency care.
Large medical centers can afford to absorb losses incurred when care is uncompensated. My state has many small rural hospitals that are critical to the population they serve. They can't continue to provide services when care isn't covered by Medicaid. They will have to close.
More to the point, what systems/positions will be created to determine that Joe Blow is actively working or going to school or however any particular states' regulations dictate his eligibility for Medicaid?
This is more complex than any of us can imagine. I pray that solutions are found.

It is not that difficult to set up systems to determine the validity of those who qualify for Medicaid - the difficulty is enforcing the requirements and seeing that those who are determining who qualifies are following the law and not finding work arounds that break the laws - in other words, no socialists and/or DemonRATS being hired to work in the system. Get the socialists and DemocRATS out of our government and all of America and Americans will benefit. Vote OUT ALL DemocRATS>

Actually, Candy, such systems already exist in every state...but they have already been crippled by Dumbass DOGE. But adding hugely onerous Medicaid qualifications will absolutely crush those understaffed agencies. As a result, getting approved, especially over and over every month, as the Turd Bill requires, will be an absolute nightmare.
And what will be the consequences? As you say, overburdened ERs. Hospital closures. People suffering and dying for lack of medical care.
And for what? For what? To make the Turd and Elon richer? It sure as hell won't save any money--quite the opposite. But MAGA can't comprehend that good universal health care saves societies money.
