Restaurants inside Casinos able to open with restrictions.

The R.J. is reporting that restaurants inside casinos will be able to re-open if the patrons do not have to walk through the casino and there has to be a bathroom.  Which restaurants could comply?  Maybe a couple at Red Rock, maybe the coffee shop at Palace.  reviewjournal.com

Most of the locals' casinos have at least one such restaurant. PS has three, Wed Wock has three, GVR has two...those properties were always designed as destinations for people to go out and have fun even if they didn't want to gamble.

I think that general change in approach is also due to the evolving purpose of casino restaurants. Back in the day, they were strictly loss leaders, meant to get people in the front door. That's why they were always waaaaay back inside the casino. Now, they're supposed to be moneymakers in their own right.
