Nope! A nominee has to be nominated by a political party. You can't just yeep that you're a nominee and automatically become one.

 

READ YOUR OWN DEFINITION. "A person who IS nominated..." As in, nominated by someone else. NOT by himself. That's what happens when you don't know how to use a legitimate dictionary or read the entries.

 

And a candidate isn't even that unless and until the proper filing is made. But "candidate" and "nominee" are two entirely different things.
