In my day working for the Fed, during a shutdown those not furloughed, working, were paid. Those furloughed were not paid, were not working. Just a huge workload for managers and timekeepers once the shutdown ended, to correct how many millions of timecards and do the reimbursement.
Some departments rotated the furloughed vs non-furloughed by day/week, so that none went days and weeks totally without pay. One temporary solution, still a hassle for everyone one way or the other.
