It doesn't match David's description which is no surprise, It looks like a regular skull and crossbones tattoo. You can find it with a google image search.

I disagree. I think it looks suspiciously like a Totenkopf. Although it doesn't look well done it looks pretty ugly.
This article has a decent picture but not great. I am having trouble finding a high quality picture.

Where is the SS that David Claimed was there? And how many people even know what a Totenkopf is let alone what one looks like? To me is just looks like a giant blob of black ink.

I agree that calling it a "Hitler tattoo" is a bit of a stretch. But I do feel it is very reminiscent of a well-known Nazi symbol.
I didn't see anyone claim that the tattoo contained an "SS". I agree with you that it probably doesn't. I have seen no evidence that it does.
The pictures I have seen look, to me, more like a Nazi Death Skull than the normal Jolly Roger style skull and bones that is relatively common.
I'm not saying that it's not possible he didn't know. I'm just saying I'm having a hard time believing it.
And as I said earlier. I also have a hard time believing that Hegseth didn't know that his Jerusalem Cross is stylized as an Iron Cross.
I was reading a thread on Reddit yesterday and some guy was mortified he got a tattoo that symbolizes you are bi-polar. He just thought it looked cool. Now folks think he is bi-polar.
I think Graham's tattoo looks more like a Rorschach test version of a skull and crossbones than anything else.
