In 2016, when Trump needed money for his campaign, the Trump International Hotel, owned by Trump and Phil Ruffin, paid a shell company $20 million for some apparently non-existent services. And then it declared that payment as a business expense. The funds may have gone to the Trump campaign, but there's no proof yet.
So for those keeping score at home:
Declaring the funds as a business expense was probably illegal.
If the funds went to the Trump campaign, it was an illegal campaign donation.
