A national sales tax would exempt some goods. Trump wants tariffs on all imported goods, including goods manufactured in the United States that contain components from other countries. It is a tax you pay when you buy something so it is very much a national sales tax with a few exemptions just like a regular national sales tax. Most of the national sales tax proposals I have seen exempts food. With Trump's national sales tax you don't even get that.
Once Trump's tarrifs kick in we will have the most regressive taxation system in the entire first world.
