Yes, adjusted for overall temperature variations in the immediate area. And yes, there's not really enough data yet to make a compelling case for doing it everywhere--but it would help everywhere, not just in hot climates.
There is, though, a pretty robust collection of modeling and simulations that shows how effective these mitigation efforts could be.
