What I meant when I said they are a welfare state is that they consistency get more Federal dollars back than their citizens pay in which is welfare. Texas would be a third world shit hole if they were cut off from the public teat.

The State Constitution requires all property taxes be uniform.

 

Also, without voter approval property taxes are limited to 1% of the value of the property. 

 

The state courts have ruled several times that monetary income is property. 

 

I think this tax is foolish, shortsighted, and dangerous. 

 

That being said it isn't socialism. In Washington State we mostly have a demand based market economy. Generally, the means of production are in private hands. 

 

If income tax collection is the chosen metric then the Trump administration is way more "socialist" than Washington State.

It seems like you're conflating income and wealth. I don't know enough about the Washington tax proposal to say definitively which it is that's to be taxed. I would expect that taxing income isn't unconstitutional but taxing wealth is. We'll see how it goes.

 

The reality is that if a state doesn't have an income tax, it has to have higher other taxes to make up for it. So if this doesn't fly, you'll see an equivalent increase in gas taxes or motor vehicle registration fees. I prefer to see a progressive tax like this one if a revenue shortfall has to be addressed.
