President Donald Trump said he will sign an executive order to address airport disruptions, announcing the move in a Truth Social post Thursday that framed the situation as a national emergency. "Because the Democrats have recklessly created a true National Crisis, I am using my authorities under the Law to protect our Great Country," Trump wrote. Currently the Republican House just has to vote to approve the current compromise after unanimous approval in the Senate.  If "they refuse to vote for the bill", would it suddenly be "the Republican's" fault in your eyes--and even better, if Trump refuses to sign it, would it then be Trump's fault.

The Republican House is refusing vote for it at the moment.

The fault lies in not getting to a compromise--a compromise has been reached a couple of times, and rejected.  See comments by Thune and Kennedy among others. Does the Republicans house vote for it, does Trump sign it?  By your definition, it is Republicans' fault.  

The democrats agreed to the same bill that was on the table for the past 6 weeks

Then all we have to do is vote on it in the Republican House and have the guy who "graduated at the top of his class" sign it.  Done deal--or is it?
