Yes, he is. He has had a life long speech impediment. He doesn't sound a whole lot different than he did 15 years ago. Trump on the other hand instead of just misspeaking seems to lose track of context. For example saying Nikki Haley was responsible for January 6th, that George Washington took over the airports during the revolutionary war or that he beat Obama in 2016.
Then there is the fact that Trump shits himself several times a day 🙄.
