When exactly did the Congress decare this alleged war? If the executive branch suspects aan individual or group of violating law or putting the peole of the U.S. at risk the proper remedy is to request that Congress issues letters of marqe for those responsible.
The executive branch does not have the power of summary execution under our constitution.
