The problem is that in places like NY there is no place to spend the money. You cannot go anywhere or do anything.
1) He doesn't have unilateral ability to change tax policy
2) His campaign pledge is meaningless because neither Republicans nor Democrats in Congress support it. Which brings us back to number (1)
3) Its beyond stupid policy anyway. Printing another trillion dollars for people who are fully employed while digging a bigger hole for Social Security and Medicare.
The best case scenaro is Trump somehow manages to suspend payroll tax until the end of the year...and make everyone's end-of-year filing a real adventure. But on the plus side, your taxes would "seem" lower going into the election. And there's your motivation.

If you aren't happy with any of this you can blame Congress. They are on vacation because this pandemic shit isn't important enough to stick around and get a deal done. President Trump used his emergency powers as President to shift resources to do what's most important for the American people. The Pandemic is still a National Emergency, right?

The liberal morons who spew their hatred for the President will never agree with the steps the President has taken - they will decry that the asinine DemocRat bailout package was not approved ---because of their hatred for the President they forget that this is the SECOND time Pukelosi has delayed needed relief for American citizens, all while the top ten DemocRatic run cities suffer more poverty murders and riots.
