Trump is complaining about a tariff the US doesn't pay. The 250% kicks in only when there is an abnormally large volume of sales that would indicate US dairy farmers are flooding the Canadian market by selling at a loss to take over the market.
The US isn't selling even half the volume required to trigger those tariffs. It is a safety valve to keep big predatory US corporate farms from taking over their market.
