Yes, evil people can be smart. But to use your historical example, Hitler managed to bring about the near-total destruction of his nation in only twelve years. As a military leader, after some initial successes, he turned out to be a disaster. A smart person doesn't try to do things outside his areas of expertise. Hitler was actually kind of stupid. (Also, putting aside the moral issues, killing the Jews was idiotically counterproductive. )

 

Not dissimilarly, Putin is trying to be a warlord, an expansionist, and a diplomatic bully. None of that is working very well at all. Invading Ukraine was a gross miscalculation and grossly stupid. Even if they'd won in three days, it would just have been Afghanistan Part 2.

 

As an example of a very smart but truly evil man, I suggest Mitch McConnell. Historically, Genghis Khan.
