At least one of those two things has been proven false.    2024 the US will produce more oil than any country in the history of oil.       Pretty impressive given how Joe has his boot on the neck of the industry.

Your second sentence is dead on balls accurate - both now and two years ago when you said Oil drillers couldnt get more production from their existing wells - nor could they expand to new drilling locations.

What's the difference whether production is on federal or private land? (Almost all current production is on leased federal land.)
