Tim Walz approved a pardon last month for an illegal alien convicted of repeatedly raping a child, a decision federal immigration officials say could erase the convictions that made him deportable and allow him to remain in the United States.  --- Tou Lue Vang, a Laotian national who entered California in 1994 and later received legal status under former President Bill Clinton, was convicted in 2006 of first-degree criminal sexual conduct. The conviction cost him that status, and a Department of Justice immigration judge later issued a final order of removal. Nearly two decades later, Minnesota officials have moved to wipe the slate clean.  ---   Vang was convicted after repeatedly sexually assaulting a 10-year-old girl between 2002 and 2004. According to the Department of Homeland Security, he once offered the child $10 to keep quiet. When questioned by police, DHS said Vang tried to justify the abuse as cultural, allegedly telling investigators, “It is a cultural thing […] to marry and have sex with girls as young as 12.” DHS said he also claimed the 10-year-old victim was just as guilty as he was and should have been arrested.  ---  Walz approved the pardon after the Minnesota Clemency Review Commission recommended it and the state Board of Pardons signed off.
