The reason why they might not have as many homeless is that Democratic leaders try to help them, while Republican leaders have them rounded up, their meager possessions taken away, and often, kill them. So yeah, the reason why Republican cities don't have a homeless problem is the same reason that Germany didn't have a "Jewish problem" by 1944.

Yes. By depriving them of food, shelter, clothing, and medical care. It's not passive, either, as in denying them services. In many conservative cities, there are weekly pogroms where they "flush out" homeless people, take away everything they have, and then threaten them with jail if they ever...uh...continue to exist.
One reason why liberal cities have a homeless problem is that conservative cities force their homeless populations out--and sometimes they give them bus tickets to liberal cities.
