The physical assaults were criminal acts. We don't know what provoked or instigated those assaults. To say that the motivation was racism simply because the attackers were black and the targets were white is, well...grossly racist.
Under Boiler Law, every time a black person does something negative to a white person, regardless of what that is, the motivation is racism.
What Boiler doesn't realize is that viewing ANY interaction between individuals as being primarily due to the race of said individuals is the very definition of racism.

The Cincinnati police department has stated that the believe that the two main thugs discussed the attack seconds before it the unprovoked attack. The other racist punks then happily joined in. Anyone who has ever lived in Cincinnati knows to trust the police version vs the racist city council version.
