He's invoking some kind of "emergency" Act--I forget what the acronym is. He thinks that he can just call the present situation an emergency and whoo hoo, he can do whatever he wants. That's pretty reminiscent of how he's weaseled away from his "no foreign wars" promise by calling his wars against Venezuela and Iran something else.

The difference between 2021 and now is that the worldwide covid pandemic constituted a genuine emergency. The program to get everyone vaccinated would have crashed and burned if the creators of the vaccine and those who administered it had to defend themselves from thousands of lawsuits.
