Tom, have you ever been to New York City? With parking spaces costing $400, almost everyone uses public transportation. Want to get to your work or apartment? Better get on the elevator. NYS has the smaller population of the 3 but more deaths.
I have lived in NYC my entire life, so I know it significantly better than Toxic kevin. Subway/bus ridership is off 50% from pre-pandemic. The commuter lines are down 66%. With people working remotely, foot traffic in Manhattan is down over 30% according to Springboard. So the Toxic kevin excuse doesn't fly for the huge increase.
I don't see where Texas rejected vaccine shipments, but they have rejected mandates.

The New York times has written an article about covid deaths per state and New York ranked above both Texas and Florida, this isn't a pandemic of the unvaccinated anymore, people who are fully vaccinated are not only getting sick, but also spreading the virus.
