VP question

In todays QOD a comment in the answer reads "video poker machines in some countries (and possibly some U.S. states) are considered the same as slot machines and payout percentages can be set regardless of the players strategy". Does any one know what states and specifically Oklahoma. I have asked the slot technicians this question before, (Class 111 versus class 1 and bingo patterns etc.) A lot of head scratching and no definite answer. "Oh hurry or I may be dead, they must not carry out their evil deeds". Meatloaf, Rocky Horror Picture show, Happy Halloween.

Many of the racinos in NY use Video lottery Terminals disguised as video poker machines. The machine decides what the payout is, regardless of what you play. Get Four Queens and throw them away and you get four Kings to replace them.
