I don't think people were implying that it was a counterfeit chip when they said it was "fake" -- just that it did not come from a table game at a casino and has no value at any casino.
I'm inclined to agree with you that it's from a poker chip set that one would purchase for home use. Perhaps bought at a gift shop.
In fact, I have a set of chips with a very similar (if not identical) inlay, although the outer portion of my chips is different.

The one on the left is on eBay right now. Nearly identical inlay, save for the missing "$" in front of the 5. A stock label, for sure, and not an actual casino issued gaming token.
