I was at the Rio in November during the week, I was on the balcony on the seafood buffet side of the casino. It was like 9 or 10 at night, which you would think should be a pretty busy time and from where I was standing, I didn't see a single person on the casino floor. I stayed up there for about 10 minutes and only saw one or two people walking through the casino heading for the stairs. I went over to the Palms and it was real slow over there too. I don't think it necessarily depends on if a casino is a dump or not and during that same week starting Thursday night, all the casinos I visited were getting a lot busier.
I think Vegas has turned into a weekend party town and that's what keeping them afloat right now, maybe they were mostly locals I don't know but at least we can still count on the weekends to party with the masses.
